If you have PSE 11, you can manually install ACR 8.2 in this version. If you need ACR 8.x for your camera, you don't need to purchase PSE 12. In other words, you need to be patient and pay attention to updates that specifically say "70D Supported."

Adobe typically only makes the newest version of ACR available to owners of the current version of PS. You will always have to update either ACR or Elements depending on how old of a version you're using. It may take a month or two after the camera ships to see updates. The sites I visit usually mention when new codecs are available, but if you want to do a manual search using Google will solve your problem. I also get an error when trying to view these RAW images from within Windows 7. I have uninstalled and re-installed the latest Microsoft RAW Codec - from Microsoft. What is a problem is that Windows and PhotoShop Elements do not recognize this new format. This is understandable as each new camera brings new formats. It seems Canon has changed the format for the RAW images on the 70D. I also us PhotoShop Elements for post processing. I have been a longtime Canon user and have a G3 as well as a Rebel T1i. I just purchased a Canon EOS 70D and am a bit frustrated at the moment.
